Excello Circuits, Inc. is International Traffic in Arms
Regulations (ITAR) registered. ITAR registration approval
verifies that Excello Circuits has met requirements pertaining
to organization structure, documentation, corporate policy,
training and procedures that permit it to handle, use, and
transfer information controlled by ITAR and the U.S. Munitions
list.
With ITAR registration, Excello Circuits is
equipped to design printed circuit boards required for sensitive
defense and military applications.
ITAR is a set of
United States government regulations that control the export and
import of defense-related products and services on the United
States Munitions List. These regulations implement the
provisions of the Arms Export Control Act, and are described in
Title 22 (Foreign Relations), Chapter I (Department of State),
and Subchapter M of the Code of Federal Regulations. The
Department of State interprets and enforces ITAR. Its goal is to
advance national strategic objectives and U.S. foreign policy
via the trade controls.
For practical purposes, ITAR
regulations dictate that information and material pertaining to
defense and military-related technologies may only be shared
with US Persons when approval from the Department of State is
received or a special exemption is used. United States companies
can face heavy fines if the Department of State discovers they
have, without approval or the use of an exemption, exposed
non-US-Persons to ITAR-protected products or information such as
designs, test data, processes, software code, etc.
The Underwriters Laboratory (UL) was set up around 120 years ago
as a global independent safety science company with more than a
century of expertise innovating safety solutions from the public
adoption of electricity to new breakthroughs in sustainability,
renewable energy and nanotechnology. Dedicated to promoting safe
living and working environments, UL helps safeguard people,
products and places in important ways, facilitating trade and
providing peace of mind. It test products, certifies
manufacturers, and produces and updates safety standards across
a broad range of industrial and commercial sectors.
For
PCBs the main standards are UL 796, the specific PCB standard,
and UL 94 for flammability testing of all plastics. These
specify a number of performance tests to measure the long-term
reliability and fire safety of the PCB. If a board is released
to these standards, it is marked with the UL logo, the
fabricator’s logo and the board type.
